Notice on the price policy for cleaning and heating

In order to promote the clean heating work in our province, according to the Notice of the National Development and Reform Commission on Printing and Distributing the Policy on Clean Heating Price in the Northern Region (Development and Reform Price [2017] No. 1684), the Hebei Provincial People's Government of Hebei Province The spirit of the "Opinions on Comprehensive Pollution Control" (Mu Fa [2017] No. 7), the relevant price policy is now as follows:


First, improve the electric heating price policy


(1) Improve the peak and valley and ladder tariff policies.


The first is to extend the heating period of residents during the heating period. During the heating period, the heating and heating valleys of the residents will be extended for 2 hours, that is, from 20:00 to 8:00 in the valley, and from 8:00 to 20:00 in the peak. The peak and valley electricity prices and the non-heating period will continue to be carried out according to the current policy. . Resident users who choose to perform peak-to-valley time-of-use tariffs are not subject to annual cycle limits.


The second is to optimize the residential ladder price policy. During the heating period, the heating electricity price of residents will be implemented as the first-grade standard of the ladder electricity price, and the non-heating period electricity consumption will be implemented according to the current residential ladder price policy.


The third is to study and explore the time-of-use tariff policy on the Internet side.


(2) Defining the electricity support policy for cleaning heating facilities.


First, the heating terminal heat exchange station, the electric boiler, the heat pump technology heating encouraged by the state, and other residents' clean heating facilities use electricity to implement the residential electricity price corresponding to the access voltage level.


Second, clean heating enterprises apply for new installations and increase the power consumption of two-way and above multi-loop power supply (including standby power supply, security power supply), free of high reliability power supply costs.


The third is to support the heating of coal-fired back pressure units for people's livelihood, and to provide appropriate compensation for the fixed cost of non-heating period. The specific policy will be issued separately.


(3) Vigorously promote the market-oriented trading mechanism.


Encourage the cleaning of electric power for heating to actively participate in the electricity market transactions, and reduce the cost of electric heating while reducing the use of wind and light.


First, actively promote the near-term direct consumption of renewable energy. Wind power and photovoltaic power generation enrichment areas, under the premise of completing safeguard purchases in accordance with relevant regulations, encourage electric heat storage, energy storage users and enterprises to conduct direct transactions with wind power and photovoltaic power generation enterprises, and establish long-term stable and low-cost supply. Electrical relationship.


The second is to rationally formulate electricity heating and transmission and distribution prices. Participate in heating and electricity trading in the electricity market, and perform the transmission and distribution prices of the corresponding voltage levels in the peak and flat sections. The transmission and distribution price of the valley section is executed at 50% of the transmission and distribution price of the flat section.


The third is to explore the market-based bidding procurement mechanism. Supporting the marketization of heating and electricity, and uniformly packaging the electric heating power (including cross-provincial and cross-regional). Through the power trading platform, the power grid enterprise or the independent sales company agent users directly bid to the power company for low-level electricity consumption, and the lowest price in the procurement market. The power is given priority to purchase electricity. A long-term cross-regional input of long-distance power should be arranged to a certain proportion of clean heating power. The specific plan will be formulated separately.


Second, improve the natural gas price policy


(1) Clarify the price policy of coal-to-gas train stations.


The price of the onshore pipeline gas for the implementation of the government-guided price for rural coal-to-gas heating is implemented according to the price of residential gas; the price of the gas station for urban coal-to-gas heating is implemented according to the current price policy.


(2) Improve the sales price policy.


The sales price of residential coal-to-gas heating gas is executed at the price of residential gas. At the same time, further improve the residential ladder gas price system, the rural residents' coal-to-gas heating gas prices will implement the first-step gas price standard, and the ladder price policy for urban residents' coal-to-gas heating gas can be separately formulated.


(3) Promoting market-oriented reforms.


In accordance with the overall idea of natural gas price reform of “management of the middle and release of the two ends”, the supervision of transmission and distribution prices will be strengthened, the cost supervision and examination will be strengthened, and the gas distribution price and the transfer fee standard will be strictly verified to reduce the burden of heating gas for residents. Establish and improve the upstream and downstream price linkage mechanism of natural gas, actively research and implement policies such as seasonal price difference and interruptible gas price, guide users to cut peaks and fill valleys, and control seasonal peaks and valleys. Encourage heating enterprises to directly sign purchase and sales contracts with upstream gas supply enterprises, determine or negotiate the purchase price through the trading platform, optimize the resource allocation by using market prices, and resolve the contradiction between supply and demand.


Third, improve the heating price mechanism


(1) Improve the centralized heating price policy.


The competent local pricing authorities should coordinate the price relationship between different heating methods according to the principle that the company has the enthusiasm to develop clean heating projects and the residents can afford, according to the local heating method, scientifically and reasonably set the heating price.


For the environmentally-friendly transformation of large-scale coal-fired boilers and the conversion of coal-fired boilers to gas-fired boilers, resulting in a large increase in thermal production costs, it can be adjusted by appropriately adjusting the heating price, and the insufficient part will be compensated by local finance. It is necessary to establish a sound linkage mechanism for coal heat price, timely and sensitively reflect the relationship between coal heat price and optimize pricing behavior. (2) Piloting to promote the marketization of regional clean heating prices.


In areas with conditions, the market-oriented principle can be piloted to determine the regional clean heating price, and the heating enterprise should determine the price itself within the range of residents' affordability according to the principle of reasonable cost plus income.


Fourth, coordinating relevant support policies


(1) Increase support.


We will conscientiously implement the requirements of the provincial party committee and the provincial government on vigorously promoting the comprehensive management of air pollution, establish a subsidy mechanism for clean heating in urban and rural residents, coordinate the use of relevant government funds, guide enterprises and social input, and increase support for clean heating work.


Implement the preferential policies for heating enterprises to supply heating-related value-added tax, property tax, and urban land use tax. Actively play the role of financial funds and leverage, incite social capital to participate in clean heating construction, actively explore the use of PPP model to develop urban clean heating, introduce market competition mechanism, and encourage social capital to participate in urban heating construction and operation.


(2) Do a good job of supply security.


Power grid enterprises should rationally adjust the investment structure, increase the intensity of distribution network related to clean heating, and ensure the stability of clean heating power. The competent departments of gas industry and operating enterprises should plan for deployment as early as possible, and actively strive to ensure adequate supply of gas. In particular, according to the actual situation of residents' gas consumption, the upstream gas supply enterprises should re-approve the proportion of residential gas consumption to ensure adequate and stable supply of gas. Gas supply enterprises at all levels must earnestly assume responsibility for grading gas storage, speed up the construction of gas storage facilities, and ensure the safe and stable supply of natural gas at the peak of winter gas consumption.


The competent pricing departments at all levels should enhance their understanding of the importance of promoting coal to electricity and coal to gas, strengthen organizational leadership, conscientiously implement relevant national and provincial policies, and formulate local specific policies in light of actual science, carefully deploy and carefully implement them.
